You can use a System break in one measure to force the following measure onto a new line.
In MS3, look in the Breaks & Spacers palette.
In MS4, look in the Layout palette.
To increase the number of measures per system for the whole score:
- adjust the Scaling (Format > Page Settings... > Scaling > Stave space (reduce)
To increase or decrease layout stretch for some selected measures:
- select a few measures, then press left curly-bracket one or multiple times to shrink selected measures (or right curly-bracket to widen the selected measures).
