New Instrument
How would you go about creating a new instrument sound to be used in this program?
I want to create a solfege voice that sings the solfege of the scale degree the note is on

Well, it wouldn't be via a plug-in. I think you'd want a soundfont editor, like Viena. Create your own soundfont, or just add your sound to an existing soundfont. I don't think it's an easy process, though (do post about your experience if you find otherwise, though)!
