Standard accent should be placed outside stave

Refer to Behind Bars, page 120.
The standard accent is usually best placed outside the stave, but can be on the stave when it is far from the note... "a series of accents is best placed outside the stave".
In 2.0.3 (since #109096: Articulations incorrectly placed for beamed notes where stem direction differs from default beam direction in 3.0):

The second measure was done by having the anchor "above staff" and with a vertical offset of 1.
What we currently do in this case is explicitly not recommended.

If this was fixed, #63846: Place sforzato accent one staff space higher if note on middle line of staff has tie or slur and maybe #113086: Accent touches staff line. Issue would also.

You can certainly file an issue, but realistically, we don't normally consider that kind of sorrounding context when placing articulations, and what constitutes a "series" worthy of this treatment is subjective. So I rather doubt we'd be changing this any time soon.

For those following along, this was just carried over from https://musescore.org/en/node/117116.

I think the real solution here lies through the Articulations and Ornaments section of the General Style dialog. "Above Staff" and "Below Staff" need to be fixed so they don't maintain a proportional up-and-down contour outside of the staff, and then the addition of "Staff Automatic" is exactly what has been requested more than once now.
