Breaks only appear in parts with 1st staff

While generating parts I realized my breaks disappeared unless the 1st staff (on which I dropped the breaks via the user interface) was exported.

Is it possible to make certain breaks a system property instead of a staff property? Or should this be handled when creating parts?
