It's not only for the second voice:
1) by increasing a duration of note (eg quarter note to half note, as attached picture) in second voice, a rest appears in second measure in the second voice AND the first voice
2) by increasing a duration of note in third voice, a rest appears in second measure in the first voice (but nothing for the third voice: discrepancy?)
3) By increasing a duration of note in fourth voice, a rest appears in second measure in the fourth voice AND the first voice (as first case)
I began to check the behaviour in the time: not sure there was really a change - or a few changes? (maybe the third voice)
Further investigation later.
The rest in voice 3 is there, it's (by default) in the same spot as a voice 1 rest. Change the rest in voice 1 of the next measure to something else and you'll see it.
