Linking measure addition/insertion to Time Signature

Inserting measures in a ready-made score (editing) is very easy if the score keeps to one time signature. But scrambles the score if the score uses changing time signatures. I would like a feature which links time signature to numbers of measures and vice versa. So INSERT TIME SIGNATURE has a "number of measures" option, and the INSERT MEASURE(S) has a time signature(s) option. Or, there may be other ways to link these two.
