Volta not working

I cannot seem to get the volta to work on 2.0. I have tried several variations. All have failed. I have 3 verses that repeat, then skip the first,& second ending, and then continuing thru the song.

Select the measure of the volta "1-3", then right click->measure properties... and increase the repeat/play count to "3".
