Unusable Measure Void of Any Symbols
I want to insert notes/rests into the empty measures devoid of any symbols. They won't let me, so what should I do?

This is generally a sign your score has become corrupt. Normally, it is better to post the score itself, not just a picture of it, but the symptoms are obvious enough in this case. Solution, such as it is, is to delete that measure completely (select, ctrl+delete - probably something else involve Fn and/or Cmd on Mac), then insert a new one and re-enter the music.
