This issue only mentions pp and hairpins, though I suspect it is all dynamics. I found this issue in OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.0.0, revision: 100d297. Importing a score from 2.3.2 to version 3 results in the hairpins being placed below the dynamics as in the original issue.

The initial issue is about incorrect above/below hairpins positions. Dynamics which collide with hairpins were discussed multiple times. So, closing as a duplicate.
