Go to A. look for the trill line on the oboe stave. It's a blue first voice. now click on that top line f in the oboe. It's green, second voice. Go to lines palette, add a trill.
It gets added to the flute stave. In first voice. I need the second voice trill, oboe II is a seperate part from oboe I. I need to be able to add the trill line below the measure(above dynamics) for 2nd voice, and the standard above measure for first.

The attached file doesn't have notes inside. Could you attach the score which you actually describe?
I see the issue btw. If you want to add Trill line for some note of the instrument in the middle, the line will be always placed above/below the first staff. I remember similar issue in the tracker, but cannot remember.
Sorry, I'm playing whack-a-score, lol, I have MS2, MS3, and MS3dev folders, all with scores.
That is at least part of the problem, but it also that it seems impossible to get a second voice trill line. It's always blue. I'm assuming it's also impossible for all the other voices.
And the first voice line does get properly added to the right staff.
Indeed, this isn't about voice 1 or two but about adding line one single note - it works fine for a range selection of voice 2.
See #278490: Lines placed above the top staff when single note selected.
Huh. Then I have one additional question before I bow out... When you select a measure with multiple voices and add a trill line, why does it only add a first voice trill line? If I'm selecting the whole measure, I want both. Preferable with the second voice trill below staff, but I can do that myself.
That's a good question, I can't answer offhand. Could be some sort of deliberate design decision (at least some of the time, people probably make selection intending it to be only top voice); could be a bug. It's the same in 2.3.2, though. Feel free to open a new issue or maybe discuss on forum first.
