Gould's stem directions
Behind Bars mentions that middle-staff notes should be determined by context in agreement with stem directions, and when the stem direction varies, maintain the stem direction of notes consisting of the same beat.

This one tends to trigger religious wars in the engraving community. Short answer is no, I don't think anyone has seriously considered implementing such an option, but it would certainly be possible. I wouldn't want it on by default, as much for the effect on existing scores as for my own religion :-)
This seems like something that belongs to a Style, rather than a behavior, as it is a preference rather than a hard, fast rule.
Ability to enable/disable this behavior in a new category in Styles seems like the right place and way to implement.
Format > Style > Stems & Beaming
This section could also deal with rules for beaming, as well.

Agreed. For beaming, we use the "further from middle line" rule for determining stem direction, but I know some prefer "majority rules". We could also potentially set some defaults for cross-staff beams - between staves, above, or below, etc.
