Add <programLocalization> Tag to Headers

Current Behavior:
While the Musescore software supports localization, no localization information is stored in files to note localization of software instance in which the file was created.

Desired Behavior:
Adding tag to headers populated with the localization of software instance in which the file was created.

Adding such detail to the file headers can enable future efforts to dynamically adapt shared files to target localizations.
