There is no simple option to automatically do this. If you have more than one instrument it becomes even more difficult to manually do this.
I would enter all the notes first and then do this at the end -
Click on a measure number, Select all similar elements, uncheck “Automatic PLacment” in Inspector and adjust the Y value (vertical placement relative to stave).

That might work. There are a lot of variables to consider. Do you have Hide empty staves selected in a score with several instruements? This makes it quite difficult. The best option is to attach your score, which I should have suggested at first, then we could tell you the best method to do this.

I do have several staves; I am arranging a brass score for our youth band. I am doing it with the inspector, part by part, and it is working beautifully. I do not mind the numbers on top for the conductor's score.

if this is the thing you are going for then:
Format > Style > Text Style > Measure Numbers
Then set the font to Arial (8pt) and the offset to Y = 6.00sp
If you are happy with the result, then click Apply to all Parts or OK if you only have the score

Yes, but I have several staves. I am doing it with the inspector, part by part. It's OK to have them up at the top on the conductor's score.

Change the suffix to .txt and tell us you did that or zip it. The file types you can upload is limited.
