"small" doesn't work on multiple selected rests
If one ctrl- or shift-selects several notes and then RMB>"Note Properties" one can check "small" and all the notes will be converted to small note heads.
This doesn't work for rests.
If one ctrl- or shift-selects several rests and then RMB>"Rest Properties" one can still check "small" but only the last-selected rest will be converted to small size.

True indeed for the current released version. This is already fixed for the upcoming MuseScore 2.

I did see a thread from 2011 that noted the problem but there was also a reply in the thread that suggested it was fixed.

What is the process by which I should have known NOT to bring that bug up?
The only mention of it on the forum suggests it was seen and fixed years ago, but it is not fixed, except in a future version i can't use yet.

Is v1.3 closed for reporting? If it is, it is and I accept that but i don't see any guidance on that either way.

I suppose the only way to have known would be to see what release the bug was report against and see what release is was claimed to be fixed in, but most reports aren't that specific. So don't sweat it.
What you should be aware of is that when the 0.9.6 release happened - four years ago - all development work became focused on MuseScore 2, which has been that long in the making. The 1.0, 1.1, 1.2, and 1.3 releases have all been fairly minor releases. So if you see *any* report of a bug being fixed or feature being in the past 4 years, chances are actually very good that it is actually referring to the upcoming MuseScore 2 release.
As for 1.3 being "closed" for reporting, it is also worth asking questions here in the forums to make sure something really is a bug and not just a misunderstanding or whatever. But the official official tracker is indeed only meant for the "development" builds, meaning, only for bugs that are still in the nightly pre-MuseScore-2 builds. So when considering reporting a bug, it is a good idea to check out a nightly build - or, very soon now, maybe even a beta release of MuseScore 2, to see if a bug has already been fixed.
