Inconsistent note spacing on small staves

Note spacing on small staves seems to follow the staff space units of regular staves. This makes music on small staves look too widely spaced, and manual adjustment is needed. The wide spacing tends to unnecessarily blow up scores. See attached (contrived) example.

Proposed solution: Small staves should use their own, reduced staff space units for note spacing.
