Possible incompatibility with MacOS 13.2
I have been creating a score using MuseScore4. This morning, I upgraded the OS from Ventura 13.1 to 13.2 and MuseScore will not open either by clicking on the .mscz file that I had saved yesterday or by going to the launchpad and clicking on the MuseScore4 icon. I then re-downloaded the MuseHub installer, installed MuseScore4 again, with the same result.

I haven't updated to 13.2 yet myself, but it is relatively unlikely that the update will cause this. I'll investigate.
It might be the case that you're experiencing this issue: https://musescore.org/en/node/342474 which seems to be a Muse Hub issue rather than a macOS incompatibility. People reported that the link "Download MuseScore without Muse Hub" works correctly. (https://musescore.org/en/download/musescore.dmg)

Thanks. I think is was the Muse Hub problem after re re-downloaded MuseScore . The problem that I described occurred on an iMac. Just to make sure that I understood it, I opened MuseScore on my MacBook - also 13.2 - and it opened, much to my surprise. I copied the MuseScore.app from there to the iMac and replaced the one that I had installed in my tests .. It works there also. That doesn't explain the initial refusal of the app to open, but perhaps something go corrupted. I think we should close the ticket.
