Time Signature
I created a 9/4 time signature but when I put it in the score it still only allows me to enter 4 quarter notes.

When I change the time
Signature, the measures that follow do not adjust for the input of the additional beats beyond 4 quarter notes. It does not create a measure of 9/4 it only creates a text symbol that shows the time signature as 9/4. I did find a tedious work around by selecting a single measure, right clicking, choosing Measure Properties, and the then under Measure Duration, adjusting the “Actual” to 9/4 but this only works for a single measure at a time.

I think you are confusing the Appearance property with the Global Value and Actual Value properties. It sounds to me as if you simply changed the Appearance property?
You probably need to create a new time signature using the Values as shown below:
