Text with border
I am creating some music study sheets and would like to add a frame WITH A BORDER and format text inside the frame.
I'm aware that I can place borders around individual text items, but using that technique does not (AFIK) allow the enclosing border to fixed in size, especially on the right hand side.
Any other ideas as to how to create box or border in which to add notes and text?

Do the text block & border in a graphic-editing software. That is, create an IMAGE of what you wish to put into your score. Then add the image into a frame. You should have reasonable control of sizing & positioning what will LOOK LIKE a text box. (Don't be surprised if this approach increases the size of the .mscz file substantially.
That's the nature of embedding graphics in a score.)

Just use a large textbox and enter spaces in the box, next disable autoplace and you can move it to any position you need.

I wish Musescore would get on with enabling a visible border around frames, rather than having to create images of a bordered frame and then place text inside.
I know this subject has been addressed before, and I understand perfectly the ability to add frames around snippets for text, by editing the properties of the text, but I have a large frame with various lines of text inside it and I would like a single black line around the whole lot, not the individual pieces of text.

You could experiment with (mis)using a rehearsal mark -- which will allow access to parameters like border color and thickness, text line spacing, font size, and font style (e.g., bold, italic):

There are actually sufficient clues in the image for someone who's familiar with MuS to figure out how to do it, but if you don't see them. I'll post something more complete and detailed later.
