Can't create a custom palette using symbols

I am trying to create a custom palette using a set of symbols from the Master Palette. I was able to import the symbols directly to my score. But the symbols will not drag into a palette. Control-shift is not the right command. What else can I try? These symbols are in the Symbols submenu "Chop (percussive bowing) notation." I am using a MacBook Pro running Ventura 13.2.1

Ctrl+Shift is how to drag from your score to a palette, but to drag from the master palette to another palette (or from one palette to another), it's just plain drag. Also, as (almost) always, on macOS it's probably Cmd instead of Ctrl.
