Staccato doesn't affect tied notes in playback
Whenever I add a staccato marking to a tied note, the playback ignores and plays the note at normal length. In this case, the tied notes are supposed to be staccato quarter notes but have to be written as tied eighth notes, which causes the playback to ignore the staccato for some reason. Is there any way I can fix this without changing the time signature?

You mean like measure 15? I don't think that is playable. If the 8th is short, how can it be tied to another note?

Maybe that's the problem. That note is supposed to be a staccato quarter note. Musescore automatically changes it to 2 tied 8th notes because it goes into a different measure. Do you know how to fix this?

Just write a plain or staccato eighth, no tie.
Staccato on a tied note makes sense - which is it, do you want it shorter, or longer, than the notated value? Half the musicians in the world will choose to ignore the tie, the other half ignore the staccato. Regardless of which one MuseScore chooses, the right answer is, don't write that.
Look at measure 10 and compare to measure 14.
If you want the staccato in measure 14, get rid of the tie.
