1. Right-click an empty part of any measure
2. Choose Staff/Part Properties
3. In the "Part properties" section of the next screen, click the "Replace instrument" button
4. Choose instrument, click OK

There is no separate text bar in MS4. Instead you will find font name, font size and font style in the Properties panel.

instead of text bar I'll use text style in style properties
changing an instrument from staff properties is familiar
but these are for a certain score
I was hoping to change default title font and instrument from properties for EVERY SCORE
and found nothing releveant in preferences
but I i can do it only per score so be it

Create a blank sheet (or load an existing one with the desired style) with all instruments and their order for your scores, set the formats for all text styles and save this score with "Save as" in the template folder with a style name.
When you create a new score, use the "custom templates" and select this template.

For text styles only, save the same file with "Format/Save Style". Load older files that should get the same style and select "Format/Load Style" to change them to the new style.
In "Preferences/Score" you can set this style as the default style for all new scores.

My suggestions are for MuS 3.6.2, but it shouldn't be much different in MuS 4.x.

Template and style sheet are two different things.
The template files (*.mscz) are only for creating new scores. It can be easily generated by saving a existing score in the template folder. Using the template can but do not need to contain notes, key signatures, time signatures, name of the score, composer etc. because they are asked when creating a new score . So for the minimum template size it is enough to generate a score with just one measure, all instruments, their order and the text styles.
The style sheet files (*.mss) are the ones that can be loaded into an existing score and modify it. By the way, the style sheet also includes the style of some musical signs like the clefs, the key and time signatures, the dynamics text and others. As an example, try to load the MusesJazz.mss ...
Reordering instruments e.g. can only be done manually on existing scores.

First create a template with all the desired settings described above. Save it in the template folder (with "Save as" and navigate to this folder) and save it again as a style sheet with "Format/Save style". Then you have a template for future new scores and a style sheet for existing (and future or foreign) scores.
For existing scores just load this new template ("Format/Load Style").
