Breve isn't working?
This could just be user error, but every time I go into the properties panel to apply a breve it doesn't work. It will show that it's highlighted as if it is applied, but makes no change on the score itself. However, other noteheads seem to work just fine. Is there something I'm doing wrong? How do I get this to work? I apologize if this has already been asked before.
Any advice is appreciated. Thanks!

It's hard to advise you without a sample score.
Not using breves much, I tried a quick test. On my setup (MS 4.1.1 on Windows 10), I can select a breve and change its values in the Properties panel. The example shows one breve set as "Cue size" and the other with "Visible" disabled:
