I can't make each measure 4 per line, why?
I've tried everything at this point. When I select Format > Style I only get details for the score. I was able to change the measure dimensions before but then later couldn't access the same menu. The first page is perfect (4 measures per line), but the second page is way off....3 measures then one measure. PLEASE HELP. I have to complete this for an assignment and I'm desperate to figure it out.

Format > Add/Remove system breaks
Unless there is a system break at measure 3 in the second page, there might be too much "notation" to enable to fit all 4 measures in 1 system. Adjusting the scale factor of the score (in page settings) might help or decrease the strech for these four 4 measures that do not fit (not recommened though)
