Tempo/dynamic symbol with systemtext-like behaviour
Is it possible to apply a symbol, such as a fermata or crescendo, in a way that it is displayed only in the upper staff of the score, yet appears in all individual parts as well?

Apply it to all staffs/staves. Make Invisible the ones that you don't want to see. Making something invisible in the main score does not make it invisible in the Part.
For text, you can add it as "System text" - Ctrl+Shift+T, or via the Text palette, or Add / Text menu. You could add the fermata sign or other simply symbols from the Special characters palette. For hairpins and other more complex symbols, though, you'd need to add to all staves and hide all but the top, as mentioned.
But, in general, scores normally would not do what you are describing. Conductors normally want to see dynamics and similar markings for each instrument. So unless you have an extremely unusual special reason to do this, I recommend against trying.
