Random swinging after 16th note run.

For some reason after the 16th note run, the clarinets start swinging 8th notes. No other instrument from what I could tell is swinging only the clarinets. The swinging starts on measure 24, with both the 1st clarinet and 2nd clarinet. There is no swung text, in fact besides two tempo changes there isn't even any text in the score at all. Please help me figure out why this is happening. Additionally there is an incorrect rhythm played by the trumpets at measure 12 beat 4 however I assume that has something to do with the fermata.
