Feature Request - A way to offset note playback in the properties menu
User Junepune advocated for something similar, and I am building on the idea.

What I am asking for:
A way to slightly push the playback timing of a note being played either forward or backward without writing it in the sheet music. I would expect this to be implemented in a similar way to how tuning and velocity can be adjusted in the properties menu.
How the feature could be used:
- Arpeggio Customization
- More Rubato Customization
- Manual fix to weird soundfont timing errors
- Would add a method for having rushing and/or dragging
What it would look like:
All the interface would need to be is just another section in the playback dropdown menu like so:

I'd also like to see a delay that the user can set in Milliseconds. It would allow scorists much needed options:
• to create temporal spaciousness
• to highlight the lead instrument via a "precedence effect" similar to the Haas Effect.
In my DAW (Logic Pro) set any needed delays as track or region properties. Or via a Mixer track delay plugin.
Similarly I'd like to see a Delay plugin for MuseScore's mixer, one that defaults to milliseconds—and where negative values result in "prelay" ... in other words a negative value shifts notes forward in time.
Regarding the inspector scenario you outlined, that would allow a more granular effect, only applying to selected notes, and summing that delay with any active delay in the proposed plugin. Since I last looked the MuseSounds delays we're types of echos, like a multi-tap.
I definately think your point is a worthy Github request. Are you able to post on Github? It only requires creating a user account.

I think that all this would be possible, (including the OP's needs), when PRE makes it into MS4. This gives additional note properties including an ontime setting. This was plugin-ised in the articulation control plugin:
