Header/Footer

I have attempted to apply the Header and Footer settings to all parts and it does not seem to work. I have been arranging for an 18 piece big band and I have to set the header and footer for each part. Am I doing something wrong? Format Style - Header & Footer - Apply to all parts....

The settings don't get applied to all parts.
