You can use bowing symbols from the Symbols section of the Master palette (instead of using Articulations).
The symbols' scale can be adjusted in the Properties panel:
But I wonder if the choice of Symbols vs. Articulations will come back to haunt. For instance, if perhaps bowing Articulations are intended to interact with MuseSounds. And, for the record, it just seems odd that there's no scale option for Articulations.

Speaking from a guitarist's perspective, I could imagine that perhaps someday the down/up articulations could be used to "automagically" invoke down/up strums (arpeggios) for notated chords. This would require an interaction.
As far as guitar plectrum (pick) style during single note passages, I don't know if it's worth the effort to create an accurate, technical distinction when sounding down-picked notes from up-picked notes during playback.

In MuseScore Studio 4, the Properties panel does not show bowing symbol size adjustments (with the usual ability to 'Save as the default style for this score'). However, using Format > Style > Articulations & ornaments, the 'Articulation size' may be adjusted.
Of course, this setting does not allow for only the up-bow markings to be made smaller.

I'll be interested to see if there's a setting for bowing symbol size.
My up bow marking sometimes display larger than I want, and I'm not sure what triggers that. Will post an image when I find a score with this issue.

Thanks. I'm using "3". I don't see "symbols" in the palette. Perhaps it's not in musescore 3 ?

For MuseScore 3 try:

Thanks. Actually I found "style" when I right clicked on a bow mark and increased the size there.
