It reflects the fact that the Bass is a transposing instrument, sounding 1 octave lower than written. Classically it's correct.
The alternative is to use the regular bass clef but then set its transposition to octave down in Staff Properties. But using the octave clef is simpler; then you can have the same clef with concert pitch on or off.
Same story with guitar, piccolo, and other octave-transposing instruments.
