Only by accident currently. See #29871: No way to create full measure rest in voice > 1. Do you have a good use case for this? I've been trying to decide if it's a bug that sometimes this happens accidentally, or a bug that it is not easier to force to happen.
The current way to trick MuseScore into creating this would be to have a note followed by a rest in voice 2 at the end of the *previous* measure, then lengthen the note to subsume the rest. This will create a full measure rest in voice 2 in the next measure. It's a bug, but a moderately convenient one for now. I wouldn't call any of this "supported" though, and would be hesitant to rely on it too much.
If you are starting with just Voice 1, click on the measure and Edit->Voices->Exchange Voice 1-2 (or 1-3 or whatever) and then repeat it.
