[BUG] Pickup Measure Rest Length
To recreate:
Create a new score from scratch, without a pickup measure. Right-click the first measure, and choose measure properties. Change Actual Measure Duration to 1/4. This creates a pickup if you forgot to set one up in the beginning.
However, the rest is still a whole rest. One workaround is to add a quarter note, then delete it.

Which version are you using?
It happened with 0.9.6 RC1, is it still there or did the final release fix it? (I'm currently using a public computer. )

I thought it had been fixed in the latest version, which is now out, but I tried what you describe and the problem is still there.
Its not a whole rest, its a measure rest, which fits all durations. So for MuseScore this is correct. Its only common practice to not use whole measure rests in a pickup measure as you cannot see the intended duration.
Workaround is to select the measure and press delete. The whole measure rest is then replaced by a "normal" rest of the real duration.

The notation in MuseScore is incorrect because it would cause a musician to miscount the measure.
