Placing rests at the beginning of a measure
I cannot seem to be able to place a quarter note at the beginning of a 4/4 measure. The "Note Entry" information in the manual is not helpful.

Did you try pressing Space as described in the handbook? If you are still having trouble, please explain what you did, what you expected to happen, and what actually happened.
I am having trouble placing a quarter note at the beginning of a 4/4 measure. The "Note Entry" information in the manual is not helpful. I find it confusing. I've tried a few different ways:
(a) I select "Note Entry," then the voice. The cursor is at the beginning of the measure. I press Space (as you suggested). The cursor jumps to the next measure.
(b) I select "Note Entry," then the voice. The cursor is at the beginning of the measure. I select the quarter-rest. Can't do it that way.

Which version of MuseScore are you using?
Can you do this:
- Create a new score
- Press N on your keyboard
- Press 5
- Press space bar

Thank you for your reply. I have MuseScore 9.5 and Windows 7.
I think I've figured out how to enter rests at the beginning of a measure.
Thank you, again.

I too am trying to add a second voice to a measure that begins with a rest. The only way I can get the second voice green bar to appear is in the Note entry mode. When I switch to the Rest entry mode the green bar goes away and switches to the first voice. How do I add a second voice rest at the beginning of a measure?

Don't switch to "rest entry mode"; just stay in regular note entry mode but hit "0" to enter a rest of the currently-selected note length.

Another way that I like, is to enter a note and then press Del to turn it into a rest. The advantage of this method is you don't have to make sure your cursor is in the correct position before you press 0.
