if you want a workaround, right-click on a measure, Bar properties...: sets the value of Actual Bar Duration
In addition there are the possibilities to join two or more measures and to split a measure without the use of the measure properties. See

This means: You can write down you exercises within measures and after finish join the bars. And if it got to long you can split the measure und delete the empty part.

for simplicity (follow the KHS's explanations) "write down your exercises within measures and after finish join the bars"
or: creates a new score;
Ctrl + A then Edit → Measure → Join Measures;
save as template.

yes, but i want to write a few notes and leave a blank space for the students to fill out, without the rests
that apears automatic in the bar
