Lots of ways. See Create->Text. I'd probably create those markings as either Rehearsal Marks or as Staff Text. Before entering any text, you can use Style->Edit Text Style to control the default font and position of the different types of text.

Thanks, but I should have been more explicit. Can I put the words under the staff, near the lyrics of the song. I can't figure out how to place them there.

Sure - that's what I meant about editing the text style so the default positions of those elements would be where you liked them. Might take some trial error and error, but once you have it, you can save the result as a template and then all future songs create from that template will have those phrases placed exactly where you want them.
Or, you could enter the text then simply drag it where you want it even time.

Once you have created the staff text, if you leave text edit mode then you can drag the text anywhere you want using the mouse.
