new template not transposed
using this template that I created, all stave are the key choice, and are not transposed. you can try if this happens to you?

I'm not sure what you mean. If I view the score with Concert Key turned on, all staves are in Eb, as they should be, and if I turn off Concert Key, all staves are transposed as they should be. Perhaps you just aren't realizing the "Concert Key" command exists or what it's purpose is?

if i open with "open" it is right, but if save how template in the directory template and i to go new from template, none of the staves is transposed.

I just tried that in 1.0 and didn't see a problem. I saved your file i the template folder, then created a new document based on that template and set the key to D (two sharps) in the new score wizard. Just as I expected, when I viewed the resulting score with "Concert Pitch" turned on, all staves showed up with two sharps, I entered a "D" into all staves. And when I turned off "Concert Pitch", the Bb instruments changed to four sharps and the Eb instruments to five sharps, and the D's changed to E's and B's.
Maybe you were trying this with one of the nightly builds? Transposition in general does seem to be temporarily somewhat broken in some of them.

i haven't the variable concertPitch if i put this variable = 1 into file mscx the new score from template is right.

I don't know what you mean by a "variable" here. When I referred to Concert Pitch, I'm referring to the large button by that name on the left of the toolbar. Or, the Notes->Concert Pitch command. This is how you normally control whether or not the score is displayed in transposed form.
