Help with the MuseScore program

Hi guys, I'm new to using the MuseScore program and please I need your help!
1.- How can I enter notes that ignore the time signature, for example in the attached file, next to the time signature indicator there is an eighth note that is alone, it does not have rests or anything like being able to do it???
2.- How to deactivate automatic silences in MuseScore?? I have the latest version
