i tried to add a clef to a voice but it does not show up

i imported a pdf using audiveris and the resulting file had the bass clef omitted for several bars. i selected those bars and clicked on Add staff (under Instruments) and picked Bass clef, but nothing shows up. What am I doing wrong?
