Can not insert notes into scanned ile

Hello,
I've scanned a PDF.
Some of the bars are not in the right weight because of missing notes or too many notes.
On each bar which is not "right" I see a "-" and "+" signs indicating their weight issue.
How can I fix it by adding or deleting notes?
