Checked with MS 3.0.5, 3.1beta and a development version.

See attached picture. Adding a symbol works fine for notes with staccato or tenuto (auto placement of the symbol above the articulation), but not for example for notes with marcato, accent or other too (auto placement of the symbol between note and articulation).
Workaround: disable auto placement of the symbol inside the inspector.

"Correct" is subjective here. Staccato and tenuto are indeed treated specially in that they are placed close to the notehead by default; all other articulations are placed further outside. Since there is no specific predefined meaning for symbols placed from the symbols palette, there is no way to know if you are going to happen to want them placed inside or outside the other articulations.

So, I'm curious what you are using these symbols for, and what exactly you'd have wanted in this particular instance. Then maybe start a forum thread collecting feedback. If a clear consensus emerges, we can certainly consider a change.

See attached file. The symbol for the register should be placed above the articulation by default (like elements as tempo text or rehearsal mark). It indicates the register of the accordion for the musician, he should use for playing this piece (like an instruction with system text). I can't imagine an example where it should be placed between note head and articulation. So here the order of auto placement doesn't make sense in my opinion.
I'm not sure about all elements of the master palette, maybe there are cases, where symbols should be placed between note head and articulation.

The obvious case where the current behavior works well are when you want the symbol attached to the notehead itself. Which may not be uncommon at all. So again, I encourage you to discuss this in the forum.

Meanwhile, the way to get the effect you are after would be to add the symbol as "special characters" within staff text instead of as a symbol. So to me, the current behavior may be preferable because it allows either option - one result using symbol, another using text.
