Moving a chord without everything else shifting

Your question is missing context; but it should be as easy as selecting a note in the chord and setting the X-offset for it in the "chord" section of the inspector "F8".

Try it. Things will move when you do, at least many things in many scores after a certain minimum amount of moving.
Sometimes, you have to move things in all instruments to notice the undoing (e.g. you can move a lyric syllable for three out of four in SATB, but once you move it in the fourth instrument, everything snaps back).

Likely that is caused by having nothing left on the "left side" of the segment, reducing it's bounding box. In such a situation you can counter that by also giving the segment a corresponding leading space setting.
Whether that is by (bad/unexpected) design I'm not entirely sure; but that would be my slightly educated guess at what is going on.
It would help if you attached the score and told us which chord you want to move and where to and why - that will greatly affect the answer.
It occurs to me you might not be meaning a manual adjustment to physical position, but moving to another beat or measure. or maybe you've been trying to drag rather than use the Inspector. Or maybe you mean chord symbol?
