Empty measures are supposed to be narrower. They get wider automatically as you add notes - you don't need to do anything special to make it happen.

Thank you. What I want to do is to have an empty score in ForScore on my iPad, then write in notes with an Apple Pencil. I don't want to compose/write in notes with MuseScore. I guess I could put in a line of dummy notes that will expand the measure, then write in above them. That should work--thanks for the prompt for a solution!

Don't write dummy notes then, but add explicit system breaks every X measures: https://musescore.org/en/handbook/3/layout-and-formatting#system-breaks
Just start writing your own notes, MuseScore will adjust the measure widths automatically.
