Vertical Dotted Lines (Not Barlines)
I was wondering how to create a vertical dotted line that isn't a barline in Musescore? I have two independent floor toms in my composition, and I want to have vertical dotted lines on the score to make the periodicity of the sticking patterns a little bit more visible. I am not changing the time signature there because I have used a combination of time signatures, 3/4 and 6/8 for the specific effect that that will have on the emphasis of certain beats.

Probably not possible.
You can add dotted vertical line as symbol (Master Palette - Symbols - Search "line"), but there is also only barline symbol.

It is not clear what sort of lines you want, if not bar lines. Musescore allows you to insert barlines without affecting the rhythm or time signature. See https://musescore.org/en/handbook/3/barlines#insert-barline
Then those barlines can be made dotted in the inspector and extended to other staves.

You may be able to use a multi-line stave
text with stacked, bold : characters.
