I'm having issues with the TempoChanges plugin
For some reason, starting earlier this weak, I started having issues with the TempoChanges plugin. The problem being that whenever I select a phrase to apply the tempo change, rather than creating a smooth change, it just changes the selected phrase to 1 or 2 tempos depending on the amount of measures selected. This only started happening recently. The plugin still works properly on the scores I've made before the issue started happening for some reason. I've tried reinstalling MuseScore, reinstalling the plugin, and resetting MuseScore to factory settings. For example, I'm trying to make a ritardando through 1 measure from 99bpm to 96bpm, and this is what happens. One of the screenshots below is from an older score of mine, when it still worked. The other is what has been happening recently (it's not working).

The plugin can only attach tempo markings to existing "segments" (vertical time positions in the score) just like you can do manually.
If you run it on empty measures, then there is nothing but the measure rest to attach something to, so you'll indeed only get one tempo change per measure.
Try splitting the rests into smaller values, then run the plugin. If need be you can then recombine the rest.

I tried splitting the rests before running the plugin, but when recombining the rests, the measure is stretched out across the entire page. Before, I was able to apply the plugin on completely empty measures without having to change anything about said measure (as you can see in the screenshot with the rit from 100bpm). Also, what do you mean by vertical time positions? Sorry, I just started using the program last month.

Combing rests shouldn't in itself stretch measures, but probably something else is going on. If you attach your score and steps to reproduce that problem, we can understand and assist better.
"vertical time position" is just a way of describing what tempo marks are attached to - a definition of the more technical term "segment". If your score is for four instruments - like a string quartet - any beat that has a note in any staff, that's a segment, aka vertical time position. Vertical because it means, any beat that has a note on any staff, like a vertical slice of the score itself.
Of course, if there are are not notes, what difference does it make how sudden the ritardando is? Are you planning on adding notes later? If so, simply wait until then to run the plugin.
This hasn't changed any time recently as far as I know. My guess is your other has - or had - something else happening on those beat, perhaps on a different staff.

I just made a brand new score to test the plugin, and I encountered the same problem. The plugin works properly on all of the scores I created BEFORE I started having problems with it, but since then, it stopped working on the scores I created after I first encountered it.

As mentioned, it’s normal that you only get one change per bar if the bar is completely empty in all instruments. And also as mentioned, it would be pointless to have multiple changes if the bar is empty anyhow - you literally would be unable to hear the difference.
It must be that in your earlier scores you simply never tried adding tempo changes to empty bars - logical, since doing so doesn’t make sense.
I think I understand the problem now. Thank you both very much! I'll let you know if I have any other problems.
