Using MuseScore 4, just open the template normally from your old MuseScore3/Templates folder, see if there are any changes you want to make, then save it to your new MuseScore4/Tempaltes folder.
It's right next to your Scores folder. By default, your scores are in Documents/MuseScore4/Scores. Go up one level to Documets/MuseScore4, then you'll see your Templates folder. Save there.

I can't find a MuseScore4/Templates folder. I tried saving it but it just appears as a new score, not in the template folder.
