See https://musescore.org/en/handbook/4/tuplets You will need to start by selecting a rest or note wth the total duration of the three notes i e. a dotted half note in 3/4 or dotted quarter note in 3/8 and then press CTRL+4 to get the quadruplet or CTRL+2 to get the duplet.
I think if you are using a MAC CMD is the equivalent of CTRL.
