Entering cut-time notes in Studio 4.3
How does one enter notes in a single measure such as the dotted whole and half notes in the fourth measure in the Soprano part.

For a dotted whole, select duration on your PC keyboard with 7 (for whole) and add a dot with the full stop (period I think in US terminology). For the dotted half it is 6 followed by the dot.

That is because your time signature is cut common - i.e. 4/4 or 2/2 it looks like the actual duration of the measures should be two whole notes. I am not familiar with early music notation, but I think you need a mensural time signature here with the nominal time signature being 8/4 or perhaps 4/2.

Yes, I would appreciate an explanation on how to change the time signature/measure properties from 2/2 to 2/1, both nominal and actual, and still retain the standard cut-time symbol display.
