Hiding empty staves
There's more to be done on this, but right now I'm trying to adjust the spacing on page 2 by adding empty bars and hiding them. I can't manage to make the spacers work.

I see what you've outlined, and the results, but I can't see how to make it work.

The Staff Spacer Fixed Down option is not working as in your example.

I put it there, selected it, and in Properties tab set propriate height.
