I assume this is not a question about your ability to transpose music you have on paper or in a a PDF document. You want to use MuseScore Studio for this task, and wonder if it can be used for transposing. Yes, it can. But it requires that the "sheet" is a musescore file.
The "sheet" you have downloaded from Onedrive, is it a musescore file or a PDF?
Then you first have to enter the music you see in the PDF into a MuseScore score
There is a way to "import" PDFs into MuseScore, but it is not very good and often requires a substantial amout of work to fix the problems afterwards. You can try that if you want, but do not expect it to work well.

Then when you have entered the music you can do the transposition, as described here https://musescore.org/en/handbook/4/transposition
