[3.0] Problem with local time signature
With local time signatures, add a note leads to a bug
(Adding a note in the 5/4 section make it bug or lead to a crash)

Read the handbook including https://musescore.org/en/handbook/time-signatures#local-time-signatures.
Bug reports are not for instruction.

I presume you haven't opened the screenshot?
Or do you think it's okay to release a stable version with this happening?
Sorry, I should have said @zhangmei on my last comment. I don't doubt your bug report, but I haven't started testing 3.0.

Works without issues in current master. You need to resave the source file in https://ftp.osuosl.org/pub/musescore-nightlies/windows/MuseScoreNightly… and open in current master.
