The Handbook shows an Edit Instrument dialog box with a dozen or more options available for "staff type." The only option I have for "staff type" in version 2.1, however, is "standard. " Are the other staff types something that will be available in a later version?

Go to the bottom of the pallets where it says basic.
Click on that and select advanced.

All staff types are available in the current 2.1 version and previous 2x. versions.

As you can see on the image, the dropdown list provides a choice between various staff types, standard and tablatures. It is intended for instruments that use tablatures, eg guitars, violas da gamba.
Other instruments eg flute, piano don't admit a notation in tablature, so, it is as expected.
The default score when you load the programm is for piano (with one single staff). Maybe is that you have observed in this case? (or with some templates, containing, again, instruments which are not intended to be shown with TAB staff)

Yes, the link you provided is precisely the page in the Handbook I was thinking of; I just did not look at it closely enough to notice that the example it provides for multiple options is indeed a guitar. So each instrument brings up only the staves relevant to it: for plucked strings, all of the various tablatures; for unpitched percussion, the choice of 1-, 3, or 5-line percussion staves; and for pitched percussion as well as the other chromatic instruments, only the standard staff. Context sensitive drop boxes, wow! That is more than I expected from freeware. MuseScore truly has thought of everything!
